Kokua 7.1.11 Release Notes

This release brings Kokua to parity with LL’s 7.1.11 Extra FPS release https://releasenotes.secondlife.com/viewer/7.1.11.12363455226.html which brings a number of further rendering improvements on top of those in 7.1.10 Delta FPS.

The improvements are particularly noticable on Linux but should seem smoother on all platforms.
